
Concord City Councilor Zandra Rice Hawkins is serving her third term on City Council for Ward 10, after first being elected in March 2019. Councilor Rice Hawkins is a member of the Public Safety Advisory Committee, Community Development Advisory Committee, Transportation Policy Advisory Committee, Solid Waste Management Advisory Committee, Everett Arena Advisory Committee, and Mayor Bouley’s Diversity, Equity, and Inclusion Justice and Belonging Executive Committee.
As an executive director for the last 15 years of a statewide non-profit based in Concord, Zandra has extensive experience building and managing budgets, staff, programs, and government and community relations. Outside of her professional and City Councilor roles, Zandra is an active member of the Concord Showing Up for Racial Justice (SURJ) committee. For the last three years, she served as Treasurer of the Mill Brook School PTA, and is currently a member of the Broken Ground PTA.
A graduate of Gonzaga University with a Bachelors of Business Administration, Zandra lives in Concord Ward 10 with her husband Brian and two young children who attend Broken Ground School and East Side Learning Center.
